While on patrol an officer from the City of Bradford Police Department observed suspicious activity near Country Fair.  On investigation of the activity the officer spoke with Givan Givan (B/M 20 years old from Bradford).  During this conversation the officer observed a large unnatural bulge in his pants.  After asking Givan what he had in his pants, he began to remove items.  In plain view the officer observed drug paraphernalia.  

Givan was then taken into custody and checked for officer safety.  This check produced a baggie with a suspected counterfeit substance inside that was to be passed or was passed as an illegal drug.  

Givan was subsequently arraigned before Judge Luther for one count of possession of a counterfeit substance and one count of possession of drug paraphernalia.  he was then remanded to McKean County Jail with bail set at $5000 cash.
