On August 31st, 2018 at approximately 1127 hrs, City of Bradford Police were dispatched to be on the look out for an erratic driver near Barbour St. and South Center St. McKean County Dispatch gave a description of a gray Chevy Sedan bearing PA registration plates. The last known direction of travel was toward Main St.
Officers immediately responded from the Police Station and observed the vehicle traveling on Main St. Officers pulled out behind the car and verified it was the correct registration plate on the vehicle. Dispatch advised this vehicle had caused property damage back at South Center St. near Barbour St. and that it was involved in some sort of altercation.
At this time officers initiated a traffic stop on Main St. The operator was visibly upset when officers approached the vehicle. She was screaming and yelling and flailing her arms around. The female was breathing heavy and was visibly mad. The female was identified as Angie McCracken. Officers asked McCracken to calm down and asked her to exit the car carefully. McCracken did exit and continued to be upset and agitated. McCracken advised she was very mad at the victim and that he is lucky she didn't kill him by hitting him. McCracken advised that she believed the victim committed a Burglary at her residence and she is going to get him for it even if it meant going to jail.
Officers went to the scene at South Center St. and Barbour St. to meet with the victim. Officers on scene of the traffic stop noticed that McCracken had sunglasses on and when she removed them she could not handle any sunlight and her eyes were glossy in nature. Her behaviour was erratic and she was shaking. She said she was shaking from fear of going to jail for what she did.
As this behaviour continued Officers suspected McCracken to be under the influence of drugs or narcotics. McCracken stated she is a daily Marijuana smoker but hasn't had any today. She said that she is prescribed Valume and an anti psychotic but she didn't know the name. She reported she has taken her prescriptions today though. Officers additionally noticed McCracken to appear to have balance issues. Officers suspected her to be highly impaired.
Officers on South Center St. advised that based on their investigation and interview of several persons that this operator had intentionally driven the her vehicle off of South Center St. into a yard and onto a sidewalk area trying to strike down 3 victims. McCracken just missed them by approximately 2 feet. Once she missed them McCracken jumped out screaming at them and threatened to kill the victim for allegedly stealing for her. Then McCracken left abruptly as she knew Police were being notified. The front yards of South Center St. where this occurred had visible tire tracks showing McCracken's path.
Officers preformed field sobrierty tests on McCracken. Based on the observations officers placed McCracken into custody for suspicion of DUI and for the incident that had just occurred.
