On 09/26/18, at approximately 2054 hours, officers were dispatched to 14 Blaisdell Avenue for a domestic dispute in progress involving a male with a firearm. While responding to the residence officers were advised of multiple 911 calls regarding shots fired in the area of the residence. Officers arrived on scene and attempted evacuating an adult female and two children from that residence. We also briefly observed the suspect, Frederick Angell II outside the residence, near the driveway, he then went back into the residence through the back door and barricaded himself inside the residence where he armed himself with a shotgun. While inside Angell II made threats to kill law enforcement officers while on the phone with a 911 dispatcher. At this point officers were able to get the female and her children to leave the area of the residence for safety reasons. Officers also evacuated the neighborhood surrounding the residence as a precaution.
Officers then surrounded the residence and made many attempts to communicate with Angell II so that he would exit the residence and comply with officers. Eventually Angell II complied and exited the residence through the front door where he was secured and escorted to the patrol vehicle.
Officers later spoke to the female involved in the domestic dispute who verified that Angell II had gone outside into the back yard and fired his handgun into the air while in her presence, and while two small children were inside the residence. Evidence was collected from the scene before officers cleared.
The City Police were assisted on scene by Bradford Twp, Foster Twp, University of Pittsburgh Police Department, Pennsylvania State Police and the City of Bradford Fire Department.
